In this present work, several factors that originated the reform in question are addressed, among them the obligation to respond in a better way to the citizen's demand to have more and better information on the public spending of the states and municipalities, as well as the destination of the resources derived from the debt that they incur. The corresponding constitutional reform was focused on establishing the obligation within the Mexican State to ensure the stability of public finances, promoting the principles of financial discipline and fiscal responsibility. Thus, modern, robust and comprehensive regulation is achieved, which constitutes an important step towards strengthening fiscal federalism in the country. A valuable point of this book is that it compares the Mexican legislation with other countries, such as Colombia, Brazil, Argentina and Peru.
